What the DPP actually does

The Degree Partnership Program (DPP) is joint enrollment, not a discount. Students apply to OSU and LBCC together and are admitted to both; credits at either flow onto a unified OSU transcript. Critically, DPP unlocks OSU residence halls and dining even for LBCC-primary students taking 0 OSU credits per term — the only structural housing affordance Aoife gets from the partnership. Tuition savings come from three separate levers: cheap LBCC tuition, WUE if awarded at OSU, and the parent-moves-to-OR residency conversion.
